Short answer
THC is stronger than THCA. Delta-9 THC binds CB1 receptors in the brain and produces intoxication. THCA does not. THCA is the acid precursor of THC, with an extra carboxyl group that keeps it from fitting the CB1 receptor.
Heat changes that. Smoke, vape, or bake cannabis and THCA loses the carboxyl group as carbon dioxide. It becomes delta-9 THC. At that point the strength depends on the total THC number, not on the name printed on the label.

What decarboxylation does
A lighter flame reaches 600 C or higher. A vape coil runs 160 C to 230 C. Both convert THCA. In a joint, part of the THCA is lost to side-stream smoke and part is destroyed by pyrolysis before it reaches the lungs.

Does THCA do anything on its own?
Preclinical studies report anti-inflammatory, anti-nausea, and neuroprotective activity. Human trials are few. Oral THCA has low bioavailability, and stomach acid does not convert it to THC in amounts that cause a high. Raw cannabis juice and unheated tinctures deliver THCA, not THC.
Why THCA flower feels strong
Two reasons. First, heat converts it, so the effect after smoking matches THC flower with the same total THC. Second, hemp testing measures delta-9 THC only. A product can show 0.2% delta-9 THC and still carry 25% THCA. That equals about 22% THC once burned.
Legal status in the US
The 2018 Farm Bill defines hemp as cannabis with delta-9 THC at or below 0.3% on a dry weight basis. THCA is not part of that limit. State laws differ. Some states have added THCA caps or banned THCA sales. Check state rules before buying.
Bottom line
Raw THCA is weaker than THC because it does not activate CB1 receptors. Heated THCA becomes THC, so the strength is set by total THC. A high-THCA product can hit as hard as high-THC flower.
